KEY QUALIFICATIONS:

Mr. Brown, as Director of Judicial Affairs, made several key legal reforms that helped reform and increase the efficiency of the Haitian justice system.  His efforts were praised in a letter written by the US Judicial Task Force.

In 2001 and again in 2002, as Director of Cabinet in the Ministry of Justice he elaborated an action plan to reform the Haitian justice system.  His action plan was widely recognized as one of the most elaborate analyses of the weaknesses within the Haitian legal system with clear solutions.  While working in the Ministry of Justice he exhibited a strong capacity to handle and manage several crises for the GOH and his ability to reach out to any party despite their political affiliations.  During Cooperative Crisis in 2002, he negotiated an agreement that stopped the riots and protests throughout the country.  He was also able to reach a reparation agreement among the political parties for property damages incurred during the crisis and riot of December 17, 2001.  These efforts were recognized by the Haitian community, the OAS and other foreign partners.

Mr. Brown has extensive experience providing technical assistance, research and logistical support.  He has performed research and technical assistance in the Doing Business Project for the World Bank.  In this project, he became intimately acquainted with the problems currently constraining the public sector in Haiti.  His work focused on providing a set of recommendations on measures to increase growth and legal reform.
