The most important work done was the drafting of the Plan of Action for key reforms of the Haitian Justice Systems.

This work is considered to be still useful till today as it is a clear elaboration of the problems of the Haitian Legal System with pragmatic propositions of solutions.

Supervision Judiciary Program
The evaluation of the  judicial Supervision portfolio, which included  to give a direct support  to the Minister of Justice  in the development and reorganization  of the Minister  for the management of the police force & State prisons. And make recommendations to the Minister of the principles of reorganization under modern techniques and give assistance to the Minister in the development of a supervision of the judicial system.

Legal Consultant of the Cabinet of the Minister of Women Rights

The drafting of the proposed legislation for policies & procedures of the Minister of Women rights.
The drafting of the proposed legislation proposition of law on rape, adultery bigamy
The drafting of the proposed legislation proposition law on concubinage.

This Ministry existence was a struggle from day one as a number of citizens questioned its existence but Mr. Brown with his colleagues struggled on a daily basis to make this Minister to have   the right to exist and today we can say all the efforts have been recompensed as today this Minister is in the list of many donor agencies for reinforcement, for assistance to work efficiently to protect women rights in Haiti.

Legal Consultant of the official Legal Journal Haitian Gazette“

-Created new propositions of legal Reform of the said office
-Recommended a new structure of fees and time frame for publication of corporation in the Haitian Gazette.
We can say till date those recommendations are still applicable as the fees structure and time frame for publication have not change but worsen.

Director of Judiciary Affairs of the Minister of Justice and Public Security

Mr. Brown with his collaborators made of the biggest legal reforms made in Haiti for the reinforcement of the Haitian justice System .Till date this reform is recognized has one of the best initiatives and effort made that really had an impact on the Haitian Legal System.
His gigantesque efforts for this reform were noticed by the US.  States Task force Justice (ref letter August 31 1995) and by the Minister of Justice of Romania that he was awarded the certificate of honor on September  1995.
